Description

The Space Systems Command (SSC), Assured Access to Space (AATS), Small Launch and Targets Division (SSC/AAMX) manages the Rocket Systems Launch Program (RSLP). RSLP is issuing this Request for Information (RFI) to gather industry insights for a future acquisition of comprehensive logistics support for its ground and mission-related equipment. This support is crucial for enabling responsive space and RDT&E launch vehicle operations, which rely on a variety of specialized and often aging ground support equipment (GSE). The current organic and contracted logistics processes are unable to meet expedited acquisition needs exceeding the Government Purchase Card (GPC) threshold, leading to potential mission delays. RSLP is seeking industry solutions for services such as transportation, emergency maintenance, crane services, and procurement of unique equipment. The goal is to establish a flexible and responsive contract vehicle that can handle both scheduled and emergency requirements, streamlining the acquisition process and preventing mission delays. The acquisition may result in one or more contracts and will be structured to allow various government partners to utilize its services. Key logistics functions include procurement of custom fabricated items and unique equipment, replacement of heavy mission equipment and vehicles, and sourcing consumables and lifting equipment. Services required encompass heavy equipment rental and lift operations (including high-capacity cranes and certified operators for loads up to 180,000 lbs, with capabilities for explosive materials handling), transportation compliance and permitting (including oversized/overweight and hazardous materials), calibration and proof-loading services, and asset recovery/mishap remediation. Refurbishment of legacy equipment and vehicles, including lifecycle extension and modernization, is also a critical component. Transportation services will cover general and specialized freight, including oversized/overweight loads and hazardous materials, ensuring compliance with all applicable regulations. Robust program and property management for Government Furnished Property (GFP) is also required.
