The Space Systems Command (SSC), Assured Access to Space (AATS), Small Launch and Targets Division (SSC/AAMX) is issuing this Request for Information (RFI) to gather industry insights for shaping a future acquisition strategy for comprehensive logistics support for the Rocket Systems Launch Program (RSLP). RSLP requires flexible and responsive support for its ground and mission-related equipment, which includes a variety of unique and aging assets such as heavy equipment transporters, temperature-controlled containers, lifting equipment, and commercial tractors. The current organic and contracted logistics processes are unable to support expedited acquisitions exceeding the Government Purchase Card (GPC) threshold, leading to potential mission delays. This RFI aims to understand industry capabilities in areas such as maintenance, repair, and refurbishment of heavy-duty vehicles and specialized equipment; transportation of oversized/overweight loads and hazardous materials; management of crane and rigging operations; sourcing and procurement of unique parts and equipment; and management of Government Furnished Property (GFP). The government is considering an Indefinite Delivery/Indefinite Quantity (IDIQ) contract structure and is seeking feedback on optimal contracting strategies, contract structures, and business practices that would ensure cost-effectiveness, responsiveness, and technical viability. Particular interest is in solutions for rapid and emergency support actions, such as asset recovery and unscheduled maintenance, which require timely responses beyond standard contracting timelines.
