Description
The City of Garland is soliciting a best-value bid for a complete condenser retubing project at Garland Power & Light's Ray Olinger Station, Unit 1. The contractor must remove approximately 8,186 existing Admiralty tubes, plugs, sleeves, and liners; clean, inspect, serrate, condition, and repair tubesheet and support-plate holes; and install and expand owner-furnished SS304L replacement tubing. The scope also includes waterbox and cover-plate removal and reinstallation, new gaskets, sacrificial anodes, epoxy coating of waterboxes, leak sealing, hydrotesting support, scrap handling, rigging, tooling, safety, quality control, reporting, and optional scaffolding work. Bidders must submit a technical compliance and work plan, schedule and staffing plan, safety and quality performance information including an EMR, three similar condenser-retube references, warranty documentation, pricing and optional-task pricing, T&M rates, and required bid attributes. The project is expected to begin during the spring 2027 outage, with turnover no later than fall 2027. The award will use best-value evaluation criteria emphasizing price, technical compliance, relevant experience, schedule and staffing, and safety and quality performance.
