Description
The U.S. Department of Veterans Affairs requires two factory-assembled packaged steam water heaters—circulating instantaneous water heaters—to replace end-of-life sterile-processing water-heating equipment. Each unit must heat 42 gallons per minute from 40°F to 140°F using 15 PSIG saturated steam, reach 180°F for thermal eradication, use 316 or 316L stainless-steel wetted parts, be mounted on a steel support skid with lifting lugs, comply with ASME code, be stamped for 150 psi working pressure, include factory-assembled controls, operate on 120 VAC at 60 Hz, use 1/3–2/3 control valves, and include foam or fiberglass insulation with a steel jacket. The quotation must include all materials, equipment, labor associated with the supply, and shipping; installation and testing are outside the scope. Operations and maintenance manuals and specification documentation are required, with cutsheets submitted for review before acceptance. The procurement is a 100% small-business set-aside, and technical capability and past performance are more important than price in the comparative evaluation.
