Description
The City of Billings is requesting proposals for a cloud-based Laboratory Information Management System (LIMS) for two laboratory locations operated by its Public Works Environmental Affairs function. The selected vendor will provide a shared-instance system with a big-bang deployment, configuration, implementation, training, and ongoing technical support. The system must support approximately 5,000 samples annually, six named users, two to three concurrent users, six field samplers, offline field collection on both iOS and Android, electronic chain of custody, sample lifecycle tracking, laboratory scheduling and forecasting, quality assurance and quality control tracking, audit trails, role-based access, reporting, and Power BI integration. The system must integrate with Metrohm Eco IC, Sievers M5310C, Seal Analytical AQ300, and PerkinElmer PinAAcle 900Z instruments. The City also uses one subcontracted laboratory, requires CMDP and NetDMR reporting support, and has stated that data migration is not required. The desired go-live date is February 2027, and the City anticipates contract award on September 28, 2026. The contract will have a five-year base term with up to five one-year renewal terms. Proposals are due by 5:00 PM MST on September 4, 2026.
