The Department of Veterans Affairs, through the National Cemetery Administration, is soliciting a certified SDVOSB contractor to provide total cemetery operations and maintenance at Yellowstone National Cemetery. The scope includes improved and unimproved grounds maintenance; mowing, trimming, edging, aeration, dethatching, fertilization, weed, insect, and disease control; ornamental plant and tree maintenance; irrigation operation and repair; leaf, floral, trash, snow, and ice removal; restroom janitorial services; and maintenance of the contractor staging and storage areas. The contractor must also perform grave excavation, backfilling, casket and cremains interments, turf reestablishment, sunken grave repair, initial and replacement headstone setting, headstone raising and realignment, headstone and paver cleaning, and Memorial Day gravesite flag placement and removal. The solicitation includes a base year from December 1, 2026, or date of award, through November 30, 2027, with four one-year option periods through November 30, 2031. The guaranteed minimum contract value is $5,000, and the maximum aggregate value is $3,000,000. Evaluation considers technical approach, qualifications and resumes, equipment, past performance, and price. The licensed pesticide applicator must hold an active Montana Category 34 Ornamental and Turf Pest Control license, and the offeror must provide at least three comparable recent project descriptions.
