Description
The City of Billings, on behalf of the Billings Metropolitan Planning Organization, is seeking a qualified transportation planning firm to update its regional travel demand model and provide technical assistance for the 2028 Long Range Transportation Plan. The work includes reviewing the existing TransCAD model and available data; updating roadway networks, traffic counts, socioeconomic inputs, traffic assignment procedures, and traffic analysis zones; calibrating and validating a base-year model; and developing a future-year forecast model with a 2050 planning horizon. The scope also includes intersection capacity analysis using Synchro or similar software, alternative scenario modeling, model validation and reasonableness testing, technical documentation, electronic model and GIS files, training, and assistance to MPO staff during LRTP development. Proposers must submit a response of no more than 15 pages, plus an optional one-page cover letter, pricing page, and signed Conditions and Non-Collusion form. The selected consultant is expected to complete the work within approximately 10 months after notice to proceed.
