Description
The City of Billings is seeking a qualified consulting firm to develop legally defensible Transportation and Fire Impact Fee Programs under Montana law. The work includes growth and development forecasting; existing infrastructure, fixed-asset, excess-capacity, and actual-cost analyses; transportation and fire service-area determinations; hybrid existing-system buy-in and forward-looking capacity methodologies; proportionate cost allocation; fee calculations and schedules; financial and revenue analysis; administrative procedures; and supporting documentation. The consultant must prepare separate Transportation and Fire Service Area Reports, calculation models, fee schedules, capital-improvement schedules, administration and financial-analysis memorandums, GIS mapping, presentation materials, and technical appendices. The consultant will also support stakeholder review, City staff coordination, public meetings, City Council consideration and adoption, and provide editable electronic deliverables, including documented Microsoft Excel models with formulas intact and unlocked. Proposals must include a technical proposal and a separately submitted cost proposal identifying transportation, fire, shared/common, total, and optional-service costs.
