The Minnehaha Creek Watershed District, working with the City of Minneapolis and Minneapolis Park and Recreation Board, seeks an interdisciplinary consultant team with civil engineering, water resources engineering, landscape architecture, permitting, and construction oversight expertise for the Cedar Avenue Stormwater and Restoration project. The approximately 10-acre project area includes a 1,500-foot segment of Minnehaha Creek and is intended to treat runoff from approximately 114 acres through a large stormwater wetland, create flood storage, restore the creek and riparian habitat, improve pedestrian and bicycle circulation, and provide recreational, interpretive, and placemaking features. The scope includes community and stakeholder engagement; 30%, 60%, and 90% design; ALTA surveying; geotechnical investigation; wetland delineation; hydrologic and hydraulic modeling; Phase I environmental site assessment; permitting; cost estimates; operations and maintenance planning; final construction documents; bid support; and construction observation and administration. An optional task covers design and construction support for potential CSO 055 stormwater and sanitary sewer separation. The anticipated consulting budget is $550,000 to $650,000 over approximately 10 months following contract execution, while total project costs are anticipated at approximately $4.3 million. Proposals must address project understanding, approach and methodology, budget and schedule, qualifications and experience, three recent references, partner resources, and proposed subcontractors.
