Description
The Texas General Land Office and Veterans Land Board seek proposals for one or both of two service areas: automated credit reporting and public-record searches for liens, judgments, and mortgage fraud. Credit services must support individual and joint tri-merge and single reports, credit scores from Equifax, TransUnion, and Experian, skip tracing, instant submission and direct import through the VLB's loan origination system, credit-file reissues and secondary use for automated underwriting, and itemized monthly invoicing. Public-record services must identify mortgage-fraud risk and applicant-related liens and judgments, support instant requests and direct report import through the loan origination system, and provide itemized monthly invoices. Respondents must demonstrate relevant experience, automation and system-integration capability, schedule performance, financial solvency, and at least three similar projects completed within the last three years. The resulting contract is intended to run from execution through December 13, 2031, with no guaranteed volume or usage. Proposals may not exceed 25 pages, must use at least 12-point font except for graphics, and must be uploaded through the designated Box.com link. Required proposal content includes the signed affirmations and solicitation acceptance, cost proposal form, applicable addenda acknowledgments, minimum-qualifications summary, company narrative and profile, key staffing profile, project approach, references, and applicable litigation-history and conflict disclosures.
