Description
Westchester County Department of Social Services is seeking a vendor to provide a secure, web-based interface through which authorized staff can request consumer credit profiles and obtain reports instantaneously, the same day, or as soon thereafter as practicable. Required information may include addresses, aliases, alternate Social Security numbers, spouses or possible spouses, consumer credit reports, and Social Security searches. Reports must comply with the Fair Credit Reporting Act, use readily understandable English, support specified output formats, and provide at least 99% uptime with 24/7/365 availability subject to permitted downtime. The interface must support Windows 10 or later with Microsoft Edge, allow multiple users, password changes, role-based permissions, usage tracking, and administrative functions for adding, deleting, and suspending users and obtaining activity reports. The anticipated usage is approximately 250–350 searches per month, with no monthly limit. Proposers must demonstrate at least three consecutive years of relevant experience and submit a proposal addressing the interface, databases and information provided, output formats, five fictitious sample comprehensive reports, administrative functions, and technical compatibility. The agreement is anticipated to run from January 1, 2027, through December 31, 2029, with two additional one-year renewal options.
