Description
The City of Clermont is soliciting proposals from qualified respondents to lease and operate designated office space at Victory Pointe as a self-contained recreational rental business. At least 80% of the operation must consist of street-legal golf cart rentals; ancillary electric bicycle, electric scooter, and other approved electric mobility rentals may comprise no more than 20% unless otherwise approved by the City. The selected operator must establish and manage the business, provide and maintain the rental fleet, verify customer eligibility, implement safety and prohibited-area procedures, maintain the premises and staging areas, provide trained personnel, obtain required licenses and permits, and submit proposed operating hours, fleet, charging, staging, marketing, pricing, financial, and revenue-reporting plans. The operator will pay the City 10% of gross sales, with an initial three-year agreement and up to three additional 12-month renewal periods. Required proposal materials include a 60-page maximum proposal, Vendor Information form and W-9, proof of insurance, conflict-of-interest disclosures, drug-free workplace certification, non-collusion statement, supplemental questionnaire, and electronic portal responses.
