Description
The City seeks turnkey handling of Ohio Utilities Protection Service (OUPS) locate requests for municipal water and sewer infrastructure. Work includes continuous ticket monitoring and screening, field locating and physical marking of sanitary, storm, and combined sewer mains, water mains, service lines, and related underground assets; positive-response reporting; and quality-control documentation. Markings must follow APWA uniform color-code guidelines. Emergency locates must be completed on site within two hours of notification, including nights, weekends, and holidays. The contractor must retain cloud-accessible records for at least three years and provide digital photographs for high-risk or complex locates. The City estimates 24,000–30,000 tickets annually, with a 24,000-ticket annual pricing baseline and no guaranteed minimum volume. Payment is by unit price for tickets successfully processed and closed out. Proposers must demonstrate at least five consecutive years of relevant high-volume municipal or utility locating experience, qualified field personnel, and the ability to interface with Ohio811/OUPS and the City's GIS. Proposals must include an operations approach, emergency-response protocol, and at least three qualifying current public-utility or municipal references. The contract form states a term not to exceed one year, with renewal options indicated as month-to-month.
