Description
The City of DeSoto is soliciting sealed paper bids for a single-prime, lump-sum-with-unit-prices contract to rehabilitate and recoat two existing 5-million-gallon steel ground storage tanks at the Westmoreland Pump Station. Work includes isolation and draining, sediment removal, cleaning, abrasive blasting, interior and exterior coating systems, disinfection, bacteriological testing, coating inspection, nondestructive testing, localized steel repairs, replacement of the North Tank interior ladder, installation of a new North Tank mixer opening, replacement or reinstallation of affected electrical and chloramination equipment, and related appurtenance repairs. The pump station must remain continuously operational, with only one tank out of service at a time and the North Tank completed and returned to service before work begins on the South Tank. The bid package must include the Bidder’s Checklist as the cover sheet, completed and signed Bid Form, List of Proposed Subcontractors, 5 percent bid security, and completed Qualifications Statement with supporting information and tank-coating certifications. The List of Manufacturers is due with the bid or within 30 minutes after bid opening. The contract requires 100 percent payment, performance, and maintenance bonds; the bidder must perform at least 51 percent of the work with its own organization. The Bid Form specifies 270 calendar days to Substantial Completion and 310 calendar days to Final Completion, while the Agreement contains a conflicting 240/270-day provision that the addendum states will be clarified before bids are due.
