Description
Dallas County Tax Office is soliciting a contractor to provide end-to-end processing, printing, insertion, and mailing of property tax statements and related correspondence. The scope includes current, delinquent, supplemental, and corrected tax statements; postcards; inserts; labels; certified mailings; PDF statement and postcard images; data conversion and document setup; template design and layout; testing; proof approval; sorting; bundling; postage optimization; transportation; and mailing through the U.S. Postal Service. The contractor must also provide inventory management and storage for approximately 1,000,000 County-furnished envelopes, maintain supplies, produce required mailing reports, and perform implementation, project management, and support services as applicable. The contract is a five-year service price agreement with no renewal options. Work is generally to be performed at the contractor's production facility within a 15-mile radius of the Dallas County Tax Assessor-Collector's central office. The solicitation requires five references, insurance, mandatory Small Business Enterprise documentation, and bidding on all five years and all items. Subcontracting requires County authorization, and the County may award by line item, section, or to multiple vendors.
