Description
The Port Authority of New York and New Jersey is seeking proposals from prime firms certified as Minority Business Enterprises by the Authority for a four-year task-order program covering any combination of project controls, cost estimating, and value engineering services. Project controls may include project management, scheduling, cost control, reporting, BIM/CAD modeling, drafting, data analysis, and related systems integration. Cost estimating may include independent estimates, bid analysis, estimating systems, training, and process recommendations. Value engineering may include structured value studies, alternatives analysis, presentations, and reports for transportation and infrastructure projects. Proposers must use the provided editable Proposal Template and forms. The response must address staff and firm qualifications, the MBE/WBE/SDVOB participation plan, cost multipliers and salary schedules, conflicts of interest, and the required certifications and supporting project examples. The Authority may retain multiple firms, and specific work will be competed through future task orders; no minimum amount of work is guaranteed. The solicitation requires insurance coverage including $2 million commercial general liability, $2 million automobile liability, statutory workers' compensation with specified employers' liability limits, and $1 million professional liability. The solicitation also states that proposed staff may need to pass applicable transportation-facility security screenings and that Authority office work arrangements may require at least three days per week in the office and two days remotely, unless otherwise directed.
