Description
SEDA Council of Governments is soliciting proposals for quality control inspection services for state-funded weatherization work in Columbia, Juniata, Montour, Mifflin, Perry, Snyder, and Union Counties. The inspector will conduct field inspections in clients' homes, provide energy-saving information and recommendations, perform blower door testing and heating appliance efficiency testing, and follow applicable Department of Energy, Pennsylvania Department of Community and Economic Development, Pennsylvania standards, field-guide, and lead-safe-work requirements. The contractor must supply all equipment needed for the work and provide the qualifications and certifications specified in the solicitation, including OSHA, lead-safe weatherization, Pennsylvania Labor and Industry, EPA Lead Renovation, Repair and Painting, BPI Home Energy Professional Auditing, and BPI Quality Control Inspector credentials. Inspections must be completed within seven business days of assignment, with required photos and quality-control forms uploaded to the designated systems. The proposal must address company experience, prior agency contracts, weatherization knowledge, conflicts, completion timeframes, pricing, and two to three comparable references. The attached service agreement provides for payment by completed, incomplete, and re-inspection visits, but does not state filled-in rates or a contract term.
