Description
This Sources Sought notice is for market research only, not a solicitation or request for proposals or quotes. DLA Energy is assessing supplier interest and capability to provide estimated annual bulk quantities for its Rocky Mountain/West Coast/Offshore Program: 176,449,000 US gallons of JP5 aviation turbine fuel, 691,192,000 US gallons of Jet A, 84,734,000 US gallons of JA1, and 77,349,000 US gallons of F76 naval distillate. The fuels must meet the specifications stated in the notice: MIL-DTL-5624W for JP5, ASTM D-1655-19 for Jet A and JA1, and MIL-DTL-16884P for F76. Respondents are asked to provide company and contact details, the fuel types they can supply, sources of supply, and transportation modes. A capability statement is encouraged for first-time vendors. The anticipated future procurement would use an indefinite-delivery/indefinite-quantity, fixed-price contract with economic price adjustment; the anticipated ordering period runs from award through September 30, 2028, and the anticipated delivery period is October 1, 2027, through September 30, 2028, with a 30-day carryover period. Anticipated delivery modes include tanker, barge, truck, rail car, and pipeline. The notice estimates that 11% of fuel quantity may be set aside for small businesses, subject to change.
