Description
The Northeast Maryland Waste Disposal Authority is soliciting technical and price proposals for comprehensive mattress and box spring recycling services. The scope includes providing collection containers and equipment; accepting, loading, unloading, and transporting acceptable materials; processing, marketing, recycling or reuse; residual disposal; and related incidental costs. Services may be provided for one or more participating jurisdictions, including Baltimore City and seven Maryland counties, at designated collection sites and potentially through curbside or other collection programs. The selected contractor must provide qualified personnel, collection and transportation equipment, a permitted recycling facility with sufficient capacity, recycling or reuse of acceptable materials, lifecycle accounting and monthly reports, and contingency arrangements for transportation or facility interruptions. Proposals must include technical and price information, proposer qualifications and similar project experience, facility and transportation details, financial qualifications, certifications, references, insurance evidence, and evidence of the ability to obtain required performance security. The master service agreement runs from July 1, 2027, through June 30, 2032, but does not guarantee work; individual member jurisdictions may issue separate confirmations.
