INVITATION FOR BID The City of Orlando, Florida, (City) will receive sealed bids through the Procurement and Contracts Division, 4th Floor, City Hall, 400 S. Orange Avenue, Orlando, Florida 32801, for IFB26-0227, Soil Stabilization Pressure Grouting at 3814 Winderlakes Drive/Floridas Turnpike, on October 15, 2026, at 2:00 p.m. local time, at which time bids will be read virtually via Zoom meeting. Instructions on this process are in the solicitation package. The Work consists of furnishing all labor, equipment and materials required to inject cementitious grout to an approximate depth of 200 feet below land surface. The stabilization program is intended to minimize the potential for future ground subsidence. Plans, Specifications & Contract Documents will be open to public inspection on, September 14, 2026. It will be the responsibility of the Bidder to contact the Procurement and Contracts Division or visit https://procurement.opengov.com/portal/orlando prior to submitting a bid to ascertain if any addenda have been issued, to obtain all such addenda, and acknowledge executed addenda in OpenGov. Bidders must be appropriately licensed Florida Contractors pursuant to Chapter 489 Florida Statutes to be considered responsible bidders and eligible to be awarded a contract. The City reserves the right to waive any informalities, to reject any or all Bids, or to re-advertise for Bids. Description
The City of Orlando is soliciting electronic bids for deep soil stabilization pressure grouting at 3814 Winderlakes Drive near Florida's Turnpike. The work includes furnishing labor, equipment, and materials to install grout pipes and inject Portland cement, fly ash, sand, and water grout to approximately 200 feet below ground to reduce the risk of future ground subsidence. Preliminary quantities include approximately 13,320 linear feet of grout piping and 6,600 cubic yards of sand/cement grout, with a stated project estimate of $3,930,000. The scope also includes site preparation and restoration, maintenance of traffic and grout-truck escorts, utility locating, ground and structure monitoring, preconstruction video, removal, storage, repair, and reinstallation of sound wall panels, and related erosion, sedimentation, surveying, and safety controls. Bidders must be appropriately licensed Florida contractors, and the bidder or its grouting subcontractor must meet specified experience and Florida Department of Transportation prequalification requirements. The bid requires bid security of at least 10 percent of the total base bid; performance and payment bonds and insurance are required after award. The prime contractor must perform at least 40 percent of the work.
