Description
San Bernardino County is requesting proposals from qualified property owners, landlords, and developers to provide a minimum of approximately 40,000 rentable square feet of office and program space for the Children and Family Services Department in the City of San Bernardino or surrounding communities. The facility must support child protective investigations, family visitation and supervised contact, social worker offices and workstations, client interview rooms, reception and waiting areas, conference and training rooms, secure records storage, administrative support, and related social services. Proposals may involve an existing facility requiring minimal modification or new construction/build-to-suit space. The selected respondent will provide the premises in a condition suitable for County occupancy, including negotiated tenant improvements, permitting and code compliance, security and access-control infrastructure, parking, landscaping, facility management, janitorial services, maintenance, and capital replacement planning. Proposals must address the proposed lease rate and escalations, tenant improvement allowance or amortization, lease term and extension options, delivery schedule, design and floor plans, financial capacity, property and project management plans, references, insurance capability, and required certifications and affidavits. The lease term must be between 10 and 20 years, with possible extensions subject to mutual agreement and Board approval.
