Description
Walton County is seeking a qualified consultant to develop a comprehensive countywide Parks and Recreation Master Plan and a distinct Recreation Impact Fee methodology. The master plan will establish a 20-year framework for acquiring, developing, managing, and optimizing parks, recreation facilities, trails, and natural open space across the County’s planning areas. The work includes a system SWOT analysis; facility, land, staffing, needs, and priority assessments; identification of potential surplus property; funding-program research; financial forecasting; and an implementation schedule. The consultant must independently verify facility-level inventory, acreage, and ownership information. The consultant must also conduct public engagement, including one countywide survey, at least four public workshops, a formal SWOT analysis session, and targeted briefings and stakeholder or community-group workshops. The impact-fee work includes statutory and legal analysis, development of an alternative fee structure based on identified needs and deficiencies, and initial cost assumptions by planning area. Proposers must demonstrate at least three comparable local-government parks and recreation master-planning engagements completed within the past seven years, as well as relevant impact-fee methodology experience. Proposals are limited to 30 pages, excluding forms and resumes, and the anticipated contract term is 12 to 18 months beginning upon complete contract execution.
