Description
The U.S. Department of Agriculture requires construction of wastewater discharge modifications at the Stuttgart National Aquaculture Center to comply with new NPDES requirements. The contractor must provide all labor, equipment, materials, supplies, tools, transportation, unloading, handling, waste disposal, safety planning, commissioning, and operation and maintenance manuals needed to deliver a functioning system. The work includes removing the existing chlorination station, reaction chamber, piping, and discharge piping; installing a new chlorine tablet feeder, dechlorination system, electromagnetic flow meter, sump sewage package, associated pumps and piping, up to 200 feet of underground electrical service, and piping to a new outfall; rerouting process wastewater for recycling; backfilling disturbed areas; and completing cleanup and inspection. Work must comply with the approved plans, Arkansas construction permit AR0049352C, applicable federal, state, local, OSHA, EPA, IBC, and agency facilities-design requirements. The contractor must maintain a job-site superintendent during installation, provide daily reports, submit a site-specific safety plan within 14 days after award, and complete the project within 120 calendar days after notice to proceed. The quotation must include an unlocked Microsoft Word technical proposal, an unlocked Microsoft Excel detailed cost proposal with working formulas, and past-performance information.
