Description
The Department of the Army, specifically Army Contracting Command - Rock Island, is soliciting proposals for the modernization of a fluidized bed mixer facility at the Pine Bluff Arsenal in Arkansas. The current legacy system is over 25 years old and requires replacement with an automated, high-precision mixing, granulation, and drying system capable of handling 800 to 1200 lb batches. The new system must include material de-clumping, weighing, and transferring solutions to minimize particulate release and handle hygroscopic materials like sugar and potassium chlorate in high humidity environments. It must achieve at least 30% throughput improvement, sub-millimeter granulation consistency, 95% operational availability and repeatability, and raw material weighing accuracy within +-1.5%. The system must also integrate with existing facility power and environmental controls without a complete building overhaul, and include automated fail-safe shutdown protocols, high-speed fire detection and suppression, and automated venting for closed systems. The solicitation is a Commercial Solutions Opening (CSO) under 10 U.S.C. SS 4022 and DFARS Subpart 212.70, with a phased approach: Phase 1 Solution Brief, Phase 2 Pitch, and Phase 3 Full Quote. The contract is anticipated to be Firm-Fixed-Price. The chemicals to be processed include various dyes, oxidizers, fuels, coolants, binders, and solvents, and the equipment must be rated for Class I & II, Division 1 hazardous environments where noted.
