Description
The Sacramento Municipal Utility District is soliciting proposals for helicopter services supporting transmission-line maintenance, repair, troubleshooting, construction, aerial surveying and patrols. The scope includes long-line and human-external-cargo operations, transporting personnel and equipment, pole setting, wire stringing, lineworker transfers, ferry services, and fuel-truck support. Services must be available 24 hours per day, seven days per week, on a scheduled first-come, first-served basis. The contractor must provide qualified pilots, aircraft, equipment, maintenance, rigging, and operational support. Requirements include extensive helicopter and mountainous-terrain experience, applicable FAA and airworthiness documentation, qualified thermographers, and infrared inspection capability with externally mounted gimbal cameras, GPS overlays, digital recording, and electronic reporting. Proposals must address safety, environmental sustainability, experience, resources, customer relations, pricing, subcontractors, and compliance with SMUD's contractual terms.
