Description
The Town of Seabrook is soliciting proposals directly from qualified, lawfully authorized health insurance carriers—not consultants or benefits brokers—to provide fully insured group medical and dental coverage for eligible employees, retirees, dependents, early retirees, COBRA participants, and other eligible participants. Coverage is to be effective January 1, 2027, and the base proposal should substantially match the Town’s current plan design, with any deviations clearly identified. The Town is also requesting Medicare retiree solutions, including applicable rates, benefit summaries, eligibility and participation requirements, and transition requirements. Proposals must address pricing by enrollment tier, rate guarantees, fees, network and pharmacy access, HSA compatibility and employer deductible funding, implementation and enrollment, member services, claims administration, billing, reporting, account management, and optional alternative plan designs or cost-saving strategies. Each proposal must include an executive summary, pricing, benefit comparison, network information, Medicare retiree options, administration and service plan, financial and organizational information, and exceptions and assumptions. Three sealed hard copies are due by the stated deadline; an identical electronic copy must be emailed after the public opening.
