Description
Montgomery County’s Office of Public Health seeks one or more organizations to administer the State Food Purchase Program (SFPP) and The Emergency Food Assistance Program (TEFAP). Work includes procuring and distributing food to at least 35 partner organizations under each program, expanding the partner network, coordinating with the County and other providers, and supporting countywide service with emphasis on areas experiencing greater food insecurity. The County may award the full scope to one provider or divide it among multiple providers. The selected provider(s) will manage program compliance and reporting, maintain separate accounting for each program, collect and report performance data, and conduct annual satisfaction surveys of partner pantries and clients. Proposals must describe staffing, food-distribution infrastructure and methods, purchasing sources, eligibility processes, collaboration and innovation plans, emergency continuity, financial controls, and data security. A detailed cost proposal is required; funding is reimbursement-based and depends on allocations. The stated contract period is three years, with up to two additional one-year extensions by mutual written agreement.
