Description
The Arkansas Department of Human Services, Division of Medical Services, is seeking one contractor to serve as an External Quality Review Organization (EQRO) for Arkansas Medicaid managed care programs. The contractor will conduct mandatory and optional external quality review activities under 42 CFR Part 438, including assessments of managed care plans and PASSE providers, validation of performance measures, encounter data, performance-improvement projects, surveys, network adequacy, access to care, claims and payment processes, credentialing, program integrity, and quality outcomes. The scope includes data collection and analysis, coordination with DHS and managed care vendors, HIPAA-compliant handling of protected health information, business associate agreements, recurring and ad hoc studies, annual technical and program reports, corrective-action recommendations, staffing and project management, in-person meetings in Little Rock when required, and ongoing technical assistance. Offerors must demonstrate at least two comprehensive EQRO assessments for a state Medicaid agency within the past five years, including LTSS for individuals with intellectual and developmental disabilities or behavioral health diagnoses. The resulting contract is expected to have a one-year initial term with up to six additional one-year renewals.
