Description
Pulaski County is soliciting competitive sealed bids for a service contract covering pre-employment physical screenings, random and other drug testing, alcohol testing, and law-enforcement physicals for the County Sheriff's Department and Coroner's Office. Required services include Level 3 DOT-approved drug screens, Level 3 10-panel urine screens, breath and alcohol-level testing, Level 3 DOT physicals, and Level 3 law-enforcement physicals. The laboratory must hold United States Department of Health and Human Services SAMHSA forensic toxicology certification. Services must be available 24 hours per day, with negative urine results returned within 24 hours and positive results within a maximum of five days. The contractor must maintain local sites on both the north and south sides of the Arkansas River and provide electronic random-selection testing, reporting, and specified medical examinations. The contract term is three years, with one optional three-year renewal. Bidders must submit pricing through the electronic bidding application, respond to required service and compliance questions, and provide the required certifications, licenses, insurance documentation, SAMHSA certification, W-9, disclosure form, and response to the scope of work. Past performance information addressing timeliness, budget, and quality is required. A county preference may be claimed by eligible businesses with a principal place of business in Pulaski County.
