Description
The Department of Veterans Affairs requires a general construction contractor to provide all labor, materials, tools, equipment, quality assurance, supervision, demolition, installation, testing, and closeout services for a double block and bleed valve project at an operating federal healthcare campus. The work will isolate and de-energize steam supply and condensate return connections serving the campus distribution system across approximately 25 buildings, including installation of new valve assemblies, associated steam and condensate piping, vents, supports, insulation, firestopping, access provisions, and reconnection to existing systems. The contractor must coordinate phased work and utility shutdowns, maintain hospital operations and infection-control measures, provide project-specific safety and quality-control plans, develop a cost-loaded CPM schedule, perform testing and commissioning, and furnish as-built drawings, operation and maintenance manuals, training, warranties, and closeout documentation. The project magnitude is between $1,000,000 and $5,000,000, and the procurement is a 100% set-aside for certified SDVOSB firms. The base work must be completed within 265 calendar days after notice to proceed. An amendment schedules a second site visit for August 31, 2026, and updates the attachment list.
