Description

The County of Orange, through OC Community Resources and the Office on Aging, is seeking qualified organizations to provide demand-responsive Senior Non-Emergency Medical Transportation services for eligible adults aged 60 and older who lack reasonable transportation alternatives. Services include door-to-door or curb-to-curb transportation, wheelchair-accessible transportation upon request, reservation intake, scheduling, dispatch, routing, trip monitoring, eligibility processing, user-fee collection, and service coordination within designated service areas. Contractors must maintain sufficient vehicles, staffing, operational capacity, data systems, safety procedures, accessibility compliance, licensing, inspections, driver screening and training, reporting, and record-retention systems. The program includes three service areas, and a separate proposal is required for each proposed service area. The County may award one or more contracts, with reimbursement based on base and loaded-mile rates for eligible completed one-way trips and no guaranteed minimum usage. The solicitation requires proposals to address organizational experience, comparable public-sector transportation work, customer service for older adults and persons with disabilities, technical operations, safety and risk management, technology, staffing, training, implementation, quality assurance, financial capacity, and compliance with the County Model Contract. Subcontracting requires prior County approval. The solicitation package includes the revised Model Contract, SNEMT Program Guide, planning estimates, and cooperative agreement. The revised materials confirm a three-year initial contract term beginning July 1, 2027, with annual maximum amounts of $5,506,329, $5,483,516, and $5,450,491 for fiscal years 2027-28 through 2029-30.
