Description
The Department of Veterans Affairs is soliciting a service-disabled veteran-owned small business to provide non-emergency ground wheelchair transportation for veterans and other eligible beneficiaries served by the Ralph H. Johnson VA Healthcare System. The contractor must furnish qualified personnel, wheelchair-accessible vehicles, equipment, supplies, communications systems, GPS tracking, supervision, and all other resources necessary for patient pickup and delivery. Services may involve VA facilities, community hospitals, outpatient clinics, private residences, and other authorized locations within Georgia, North Carolina, and South Carolina, including transportation across state lines. Service must be available 24 hours per day, seven days per week, and 365 days per year, with scheduled and unscheduled trips, holiday coverage, response-time requirements, vehicle inspections, driver qualifications, background checks, HIPAA and privacy compliance, encrypted patient-related communications, and incident and complaint reporting. The solicitation contemplates a single-award, five-year fixed-price IDIQ contract with five annual pricing periods, a guaranteed minimum of $25,000 for the initial fiscal year, and a stated maximum or ceiling amount of $22,000,000. The proposal must include the completed price schedule, signed SF 1449, signed Business Associate Agreement, insurance documentation, subcontracting-limitations certification, applicable joint-venture certifications, and an experience narrative with verifiable reference information.
