Description
North County Transit District, operating as North County Transit–San Diego Railroad, is soliciting an as-needed professional services consultant to review and administer right-of-entry permits, joint right-of-entry permits, access authorizations, special-event permits, task permits, and related design-review activities. The work covers NCTD rights-of-way, railroad corridors, passenger stations, transit centers, administration and maintenance facilities, and other NCTD-owned property throughout San Diego County. The consultant will evaluate work plans, activity hazard analyses, site-specific safety plans, maps, engineering plans, site plans, and insurance documentation for compliance with applicable laws, regulations, NCTD policies, procedures, and industry practices. Responsibilities include project management, coordination with NCTD staff and its flagging consultant, permit tracking and metrics, applicant invoicing and cost recovery, review logs, quality assurance, monthly reporting, document management, permit amendments, and development and maintenance of an online permitting portal. The contract has a three-year base term with two one-year options, and the estimated bid value is $1,759,146.
