Description
The City of Buchanan is requesting proposals from qualified individuals or firms to provide contracted Building Official, building inspection, building plan review, and building permit administration services. The selected contractor will review applications and plans, communicate corrections, make technical permit decisions, issue permits and certificates as legally authorized, perform inspections and re-inspections, address code complaints, support enforcement and appeals, and coordinate with City staff, the Fire Department, utilities, and separately retained trade inspectors. Electrical, mechanical, plumbing, zoning, rental inspection, and general property-maintenance services are excluded unless added by written agreement. The contractor will manage permits in BS&A Cloud after City staff enter initial application information, maintain complete permit records, track open requirements, enter inspection results, and provide monthly activity and billing reports. The anticipated agreement is three years, with compensation based primarily on an 80% contractor and 20% City split of eligible building fees actually collected. Proposals must address cost, BS&A Cloud experience, staffing capacity, Michigan registrations, municipal experience, availability, backup coverage, references, conflicts, and any requested agreement exceptions. Routine inquiries, inspections, plan reviews, and inspection-result entry have specified turnaround expectations.
