Description
The City of Corona Utilities Department is seeking qualified consultants to assess equipment and hazardous energy sources at Water Reclamation Facility 2 and develop a compliant Energy Control Procedures (ECP)/lockout-tagout program. The work includes identifying equipment and energy-isolation points, documenting electrical, mechanical, hydraulic, pneumatic, chemical, thermal, and gravity hazards, creating machine-specific procedures with photographs and diagrams, verifying procedures through field testing, and developing a standard operating procedure for City staff. The selected consultant must provide training for authorized and affected employees, accessible documentation, and revisions based on staff feedback and safety review. The proposal must include a technical proposal, separate fee proposal, work plan, staffing and qualifications information, references, safety and compliance forms, insurance documentation, fleet compliance certification, and other required acknowledgments. The estimated inventory includes approximately 260 equipment and isolation items, and the expected completion period is approximately 8–10 months from notice to proceed.
