Middle Tennessee Electric Membership Corporation is seeking qualified contractors to provide backup vegetation-management crews following major disasters, including storms, tornadoes, and man-made emergencies. The scope includes brush clearing, chipping and disposal of vegetative material, trail and access-corridor clearance, right-of-way debris removal, hazard-tree removal, tree and shrub pruning, and clearing trees and limbs from facilities to support utility access, line construction, and power restoration. Contractors must provide trained personnel, supervision, labor, equipment, transportation, logistical support, and climbing personnel when applicable, and must be able to mobilize and be operational within 48 hours of notification. The contractor must maintain deployment, cost, roster, equipment, mileage, lodging, meal, work-order, and restoration-progress records; provide GPS-based work documentation and written progress reports; supply and maintain necessary equipment; and support time-and-equipment billing under the rates schedule. The anticipated agreement is for three calendar years with one one-year extension option. Subcontracting or assignment is prohibited without prior express permission. Proposals are evaluated qualitatively based on price, experience, safety record, and other factors, and must include the information requested in Schedules 1, 2, and 3.
