Description
The Department of Veterans Affairs is seeking an existing, commercial, off-the-shelf, web-based electronic collection of Wiley Journals as outlined in Attachment D.1, including a core collection and the 2026 Medical and Nursing Collection. The acquisition is a total set-aside for Service-Disabled Veteran-Owned Small Businesses. Quoters must submit a technical quote addressing the Statement of Work deliverables, a firm-fixed-price quote covering all line items and options, documentation showing authorization to resell or distribute the journals from the publisher or intellectual property holder, and a statement accepting the solicitation's terms and conditions or identifying exceptions. Evaluation will consider technical acceptability and total evaluated price, including the potential six-month extension under FAR 52.217-8.
