Description
The Department of Veterans Affairs, Regional Procurement Office-Central, is seeking an existing, commercial, off-the-shelf, web-based electronic collection of various eJournals described in the statement of work. The contractor must provide documentation demonstrating that it is an authorized reseller or distributor of the journals from the publisher or intellectual property holder. The solicitation requests a firm-fixed-price quote covering all line items and options, including the estimated cost of an additional six-month extension under FAR 52.217-8. Award will use a Lowest Price Technically Acceptable methodology: technical acceptability is based on the required reseller or distributor documentation, and price is the deciding factor. The quote must also state whether the solicitation's terms and conditions are accepted without modification or identify any exceptions and their rationale.
