Florida State University, on behalf of The FLORIDA Channel, is seeking a respondent to provide an online video platform and related services supporting live streaming and content archiving for TheFloridaChannel.org, its mobile application, connected-TV channels, and partner websites operated by the Florida Senate and Florida House. The environment supports 16:9 HD programming, embedded captions for a continuous 24/7 television feed, and SRT or VTT sidecar captions for video-on-demand assets. The platform must support approximately 2,500 hours of original programming annually, more than 850 events during the busiest legislative period, up to 30 events per day and 13 simultaneous streams, approximately 70 TB of existing video storage with annual growth of 5–20 TB, and peak monthly outbound streaming bandwidth of approximately 400 TB. The service must support archiving within 24 hours after live streams conclude, approximately 3,000 new video-on-demand assets annually, and standard or extended audio description for assets published on and after April 24, 2027.
