Notice to Architects and Engineers Request for Qualifications York County Community College wishes to procure architectural/engineering design services for the (BGS # 3977) Student Housing project, which includes seasonal workforce housing, at the York County Community College campus in Wells, Maine. Qualifications packages are due at 1:00 PM on September 21, 2026, as stated in the RFQ. The scope of this project consists of new construction providing approximately 160 to 170 beds in flexible housing units on the Wells campus. Responding firms must comply with the detailed RFQ Information for Architects and Engineers on the Bureau of General Services website: https://www.maine.gov/dafs/bgs/business-opportunities

Description
York County Community College is seeking a qualified architectural and engineering consultant for new student housing that will also serve as seasonal workforce housing. The project will provide approximately 160 to 170 beds in flexible housing units, with associated site development, utilities, parking, and wetland-sensitive site planning. The construction budget is approximately $14.5 million, and the project is partially funded by a $6.5 million HUD Community Project Funding grant. Federal requirements include environmental review under 24 CFR Part 58 and Davis-Bacon wage rates. The scope includes schedule and cost estimating, preliminary design, design development, contract documents, construction administration, site assessment, permitting support, and coordination of the federal environmental review. Bidding administration may be negotiated later as a supplemental agreement. Responding firms must identify Maine-licensed architects, engineers, and landscape architects of record, along with key personnel and major subconsultants. Qualifications will be evaluated on project understanding, firm and team qualifications, relevant experience, personnel, cost control and quality management, workload, and references; fees and specific design solutions will not be considered during evaluation.
