Description
The Spokane Airport Board is seeking proposals from qualified financial institutions or teams to provide an interim credit facility for short-term financing. The requested facility is $50 million, with an option to increase it by an additional $25 million based on project cash flow, for a maximum of $75 million. The financing may be tax-exempt, taxable, or both, and the Board is interested in variable-rate and fixed-rate options. The facility will not exceed one year and is expected to be refinanced with airport revenue bonds issued by Spokane County in 2027. Proceeds will fund initial costs for the Central Hall terminal expansion and parking garage expansion, including design, acquisition, construction, installation, and equipping. The terminal project will consolidate security checkpoints and baggage claim areas, connect Concourses A and B with Concourse C post-security, and improve landside access; the parking project will add approximately 750 covered spaces. Proposers may submit up to two financing options and must address facility amount, maturity, prepayment, draw requirements, fees, interest rate and index, approval timing, flexibility, financial risk, qualifications, capital position, conflicts of interest, and proposed exceptions to the draft Revolving Credit Agreement. Responses are due November 6, 2026, at 2:00 p.m. Pacific Time.
