Description
The Spokane Airport Board is soliciting one proposal for the design, construction, management, and operation of a Common Use Lounge in the sterile area of Spokane International Airport. The approximately 1,860-square-foot lounge must serve passengers regardless of airline or ticket class and offer both membership and pay-per-use access. Required amenities include hot and cold food options, vegetarian, vegan, and gluten-sensitive choices, a full-service bar with alcoholic and non-alcoholic beverages, dining and lounge seating, workspaces, charging stations, and high-definition televisions. The lounge must operate daily, from at least 60 minutes before the first morning departure or security checkpoint opening through the last departure, including qualifying flight delays. The selected operator must have at least five years of relevant Common Use Lounge development and operating experience, including five continuous years within the last ten years managing and operating a passenger lounge, and must be authorized to do business in Washington. The proposer must submit percentage concession fees and minimum annual guarantees for each of 10 operations years, make an initial leasehold-improvement investment of at least $500 per square foot, and complete a midterm refurbishment of at least 20% of the initial investment by the end of the sixth lease year. Proposals must include a design concept, menu, scaled layout, renderings, design and construction schedule, financial information, experience and staffing information, and responses to the draft agreement terms. A $20,000 proposal guaranty is required, and the proposal must include the specified checklist, proposal, qualification, affidavit, addendum, and ACDBE materials.
