Description

The City of Spokane is soliciting a contractor to provide scheduled and unscheduled emergency scaffolding services at the Spokane Solid Waste Disposal Waste-to-Energy Facility. The work includes furnishing labor, materials, tools, equipment, transportation, supervision, permits, and engineer-approved prints and drawings for internal furnace scaffolds supporting boiler tube repairs, refractory work, and other maintenance. The contractor must be capable of simultaneously scaffolding both boiler units, provide approximately two journeyman scaffolders and four additional scaffolders when needed, and respond to emergency outages within six hours. Scaffolding for the upper boiler section must be completed within eight hours or less when an outage begins. Addendum 1 states that failure to be onsite within six hours may result in liquidated damages. The contract is a one-year unit-price agreement with a not-to-exceed amount of $870,000, potentially extendable for three additional one-year periods. Quantities are estimates, and payment will be based on actual services requested, performed, and accepted. The solicitation requires prevailing-wage compliance, a five-percent bid bond, payment and performance bonds, contractor licensing and registration, documented experience on three similar projects within the past five years, and extensive safety documentation covering fall protection, confined-space entry and rescue, respiratory protection, heavy-metals exposure, lockout/tagout, PPE, and OSHA safety records. A signed copy of Addendum 1 must be submitted with the bid or the bid may be considered nonresponsive. The attached boiler arrangement drawings identify the Spokane facility and the two boiler units relevant to the scaffolding work.
