Request for Statements of Qualifications and Experience (RFSQE) Spokane Airport Board Rental Car (RAC) Consultant Services The Spokane Airport Board is soliciting Statements of Qualifications and Experience from qualified and experienced parties within the aviation community to enter into a professional services agreement to develop, advertise, and consult on a Request for Proposal (RFP) and negotiate Concession and Lease Agreements for Rental Car (RAC) tenants at the Spokane International Airport. Responses will be received by the Spokane Airport Board at Spokane International Airport, 9000 West Airport Drive, #204, Spokane, WA 99224, until 3:00 p.m. PDT on Tuesday, November 10, 2026. The Request for Statements of Qualifications and Experience is posted on the Spokane Airports website at https://business.spokaneairports.net/rfp/. The Spokane Airport Board reserves the right to reject any and all submittals, to waive any irregularities in the submittals received, and to accept the submittal deemed most advantageous to the Spokane Airport Board. Description
The Spokane Airport Board is soliciting qualifications and experience from consultants to provide comprehensive rental car consulting services for Spokane International Airport. The scope includes evaluating current rental car operations, lease terms, and revenue structures; benchmarking comparable airports; demand forecasting; financial modeling; strategic planning; rental car facility planning; and development of business terms and concession models. The selected consultant will draft and administer a rental car RFP, manage questions and addenda, support proposal evaluation and interviews, recommend an award, draft or revise concession and lease agreements, assist with negotiations, and support implementation and transition to new concessionaires. The consultant will also advise on compliance, revenue tracking, reporting, audits, performance standards, and enforcement mechanisms. Respondents must demonstrate relevant airport experience, including having placed rental car companies at a U.S. commercial-service airport with more than 500,000 annual passengers within the preceding five years, and must submit a response addressing the stated evaluation criteria, including qualifications, resumes, clients and conflicts, references, demonstrated success, costs, and acceptance or exceptions to the standard agreement.
