Description
The County of Orange is soliciting proposals for countywide armed security guard services under a Regional Cooperative Agreement and usage contract. Services will be provided on scheduled, emergency, temporary, and as-needed bases across County departments and facilities, with no guaranteed minimum volume. The scope includes access control, vehicle and foot patrols, incident and emergency response, traffic control, report writing, coordination with law enforcement, enforcement of County policies, and staffing of armed supervisors, guards, and specialized posts. The contractor must provide trained, licensed, and qualified personnel; maintain California Private Patrol Operator and Bureau of Security and Investigative Services compliance; support 24/7 operations; provide scalable staffing and replacement coverage; and furnish required equipment, uniforms, firearms, vehicles, communications, reporting technology, and protective equipment. John Wayne Airport operations include airport security badges and screening, airfield and terminal posts, cargo-gate access control, curbside traffic control, aviation worker screening, and related airport training and background checks. Proposals are evaluated on qualifications and experience, staffing, work plan, compliance, references, and cost, with a 45-page limit for Part 3 responses.
