Description
The Billings Area Indian Health Service seeks a contractor for remote, non-personal revenue enhancement services under a single-award, firm-fixed-price IDIQ contract. The scope includes medical coding and data entry; third-party billing for private insurance, Medicaid/CHIP, VA, and Medicare; accounts receivable posting and follow-up; revenue-cycle consulting; compliance audits; coding queue review; reporting; staff training; and related quality-assurance activities. Work will be initiated through authorized task orders, and all standard performance will be remote. The contractor must provide qualified personnel, laptops, software, clearinghouse systems, claims scrubbers, and analytics platforms, and must comply with HIPAA, Privacy Act, IHS policies, RPMS/EHR requirements, MFA, cybersecurity controls, and applicable coding guidelines. The contract has one 12-month base period with no option years. The intended performance start date is November 1, 2026. The IDIQ guaranteed minimum is $1,500, and the aggregate maximum value is $3,800,000. The requirement is a 100% Indian Small Business Economic Enterprise (ISBEE) set-aside. The contractor must complete the Indian Firm Representation Form, submit a technical proposal, pricing, past-performance information, and required representations and certifications. The solicitation identifies DT Trak Consulting, Inc. as the incumbent contractor, with a stated total contract value of $3,454,776.11.
