Yellowstone County and the Lockwood TEDD Advisory Board seek a consulting engineering firm to update and refine the existing Lockwood Targeted Economic Development District Infrastructure Master Plan. The selected consultant will review prior planning documents and current conditions; evaluate transportation, freight, rail, utility, water, wastewater, roadway, stormwater, and development-readiness opportunities; and identify infrastructure investments most likely to support industrial development, private investment, and taxable-value growth. The scope includes a phased infrastructure implementation strategy with sequencing, trigger points, environmental constraints, coordination with regional transportation improvements, BNSF site-certification considerations, and planning-level cost estimates. The consultant must complete a Phase 1 Environmental Site Assessment and environmental review and clearance analysis addressing U.S. Environmental Protection Agency, U.S. Economic Development Administration, Montana Environmental Policy Act, National Environmental Policy Act, state funding, and BNSF requirements. Deliverables include interim and final findings memoranda, phasing matrices, mapping, infrastructure priorities, cost estimates, a final implementation strategy, a property-owner informational meeting, and presentations to the TEDD Advisory Board and Yellowstone County Commissioners. Completion is expected within six months of consultant selection.
