Description
The City of Billings is seeking a qualified firm to provide comprehensive planning and design services for a proposed outdoor municipal swimming pool and bathhouse. The facility is expected to include a zero-depth entry, interactive play features, a lazy river, climbing wall, waterslides, heated water, concessions, multipurpose and training space, reception area, lifeguard and pool manager offices, locker rooms with secure lockers, point-of-sale connectivity, and a public-address system. The scope also includes site planning for the pool footprint, park connectivity, splash-pad infrastructure, utilities, drop-off and pickup, building standards, CPTED principles, and landscaping. Services are divided into site selection, schematic planning, and final design; preparation of construction documents and specifications for bidding and permitting; and construction administration. Deliverables include programming sheets, schematic and design-development drawings, construction drawings and specifications, as-builts, and close-out documents. The successful proposer must support user-group and neighborhood meetings, coordinate with City representatives and the construction manager, assist with construction-cost estimating and value engineering, and provide project management, quality control, asset-management planning, and schedule and cost control. Addendum 1 removes the cost-competitiveness criterion from the Phase II evaluation and replaces it with availability and timeline for providing goods and services, worth 20 points. The project is time-sensitive because the City seeks to minimize disruption to the 2027 swim season and open the new aquatic facility in time for the 2028 swim season. Available public funding is stated as $10.9 million, with potential expansion for donated funds. Proposals are limited to 20 pages, plus an optional one-page cover letter; pricing must be submitted separately.
