Description
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed-price (FFP) purchase order to Lockheed Martin Inc. for AW Electronics. This is a sole source procurement due to Lockheed Martin being the original equipment manufacturer (OEM) and possessing proprietary technical data, baseline system architecture, and integration knowledge essential for seamless integration without compromising system performance. Awarding this to an alternative vendor would result in unacceptable delays and substantial duplication of cost. The scope of work includes engineering evaluation, modeling and simulation, and prototype development of custom electronics to support new transducers. The contractor will evaluate two in-progress transducer designs and develop a supporting custom electronics board, including all required software and firmware, compliant with performance parameters defined in the Acoustic Electronics Requirements document. The culmination of this effort will yield a conceptual-level Technical Data Package (TDP) and source code for initial Government printed circuit board (PCB) prototyping and integration. The contract requires Government Purpose Rights (GPR) for all custom technical data, drawings, and software/firmware developed or modified under this contract. The contractor must submit a completed Identification and Assertion List with its quote. The North American Industry Classification System (NAICS) code for this procurement is 334290. The required facility clearance is Secret, and safeguarding for classified information at the contractor facility is also Secret. Delivery is FOB Destination to Newport, RI, with a period of performance of 12 months after the date of the contract. The solicitation requires registration with the System for Award Management (SAM) prior to award.
