Description
The City of Anaheim, through Anaheim Public Utilities, is soliciting services to collect, transport, salvage, recycle, recover, resell, and dispose of decommissioned electrical equipment and surplus utility materials. The scope includes overhead and padmount transformers, switchgear, conductors and cable, metal enclosures, electrical apparatus, scrap metals, oil-filled equipment, and related utility equipment. The contractor must provide labor, supervision, transportation, equipment, facilities, processing, dismantling, material segregation, commodity recovery, downstream processing, disposal, and required shipment, environmental, and transaction documentation. The contractor must safely handle mineral oil, PCB-related materials, and residual sulfur hexafluoride decomposition products; comply with applicable environmental, hazardous-materials, transportation, EPA, DOT, OSHA, and California requirements; perform monthly or requested pickups; provide PCB sampling and certified laboratory reports when required; and maintain records supporting audits and settlement calculations. Proposals must demonstrate at least five years of relevant experience, comparable utility or public-sector past performance, qualified personnel and resources, regulatory permits, processing capability, and a proposed approach, fee schedule, references, and responses to the electronic questionnaire and certifications.
